The pleasure city of Beverkut, surrounded by high, solid walls, fulfills human desires, including commerce and pleasure. Where people's desires gather, money also tends to gather, and so does the ambition to rule it. In addition to the lord who rules the city of Beverkut, there is a group called "The Organization" that tries to control the city from behind the scenes.
